Many British people have a plastic tub that fits neatly inside their kitchen sink. Why?

I live in Australia, but lots of people do the same here to help prevent waste of water and also stop food and so on getting into the drains. Most of our kitchen waste goes to the ocean, so the less that goes down the sink, the cleaner to ocean is.
