Fuel Pump Question, for a 1997 Chevy Malibu 2.4L?

My question is, on my 97 chevy basic malibu, the fuel pump isnt making noise when i turn the ignition...it sometimes starts, but it takes a few time of me turn the key not to start but to the point where all my quages lite up, then its rough but it start. It also bogs at a stand still, and it has a dragging feel when i accelerate then it shifts. Im sure its the fuel pump. Where and how hard is it to take out. Also is there a way i can fix it without spending an arm and a leg?
